Kathmandu, 19 December
Chairman of the Janata Samajwadi Party Upendra Yadav has said that those who do not have citizenship certificate should also participate in the voting.
According to Yadav, the state has not yet been able to grant citizenship to millions of nepali citizens and millions of people in Madhes have not been able to get citizenship certificates.
"In such cases, the ECP's decision not to include names without citizenship certificates in the voter list, to deprive them of the right to vote, to prevent them from participating in the election process is unconstitutional and against international law and inhumane," he said.
Yadav said that no person can become a non-citizen just because he does not have a citizenship certificate or the state has not been able to issue it. "It is the responsibility of the state to issue the citizenship certificate. The state has not fulfilled its responsibility but the people should be punished for it. What kind of justice is this?" Therefore, the names of all Nepali citizens should be included in the voters 'list,' he said.
Yadav said that the Election Commission and the government should pay attention to the issue of including those who do not have citizenship in the voters' list.
